Fold short ribbon remnants and sew them together 1.5 cms away from the fold.

make a paper heart template. Stitch together two fabrics with web or fleece in between around the template fixed on the fabric. Leave the right sides outside and fix a ribbon hanger at the top side.

Cut out the heart but not the hanger!

Do several hearts.

Thread a cord or ribbon through the ribbonband and hang the hearts. READY!
